The provisions of this division shall not apply to the following: (1)Any person who conducts no more than two garage, yard, farm or home sales during any calendar year and such sale is conducted from his own personal residence or agricultural property, and all items offered for sale are property of the owners or occupant of the home or farm... (b)Duration of operations. Any permit issued pursuant to this article for the conduct of any auction sale or garage, yard, farm or home sale shall be valid only for a period of two days, which shall run consecutively, and no auction sale or garage, yard, farm or home sale shall be conducted for any period of time in excess of two consecutive days...(c)Limitation on number of permits. No more than four separate permits for any or all types of itinerant sales activities shall be issued under this article during any calendar year period to any one vendor, transient merchant or other person...and no more than four such separate permits shall be issued under this article during any calendar year for the conduct of any or all types of itinerant sales activities at any one site location or upon one property ownership.

Sec. 50-177(1) of the Code of Resolutions exempts any person who holds no more than two garage, yard, farm or home sales in a calendar year, run from their own residence or agricultural property using only items belonging to the household, from needing a permit at all. Once a resident exceeds that two-sale exemption, the itinerant sales article in Sec. 50-178 through 50-183 controls. Sec. 50-179 makes it unlawful to conduct any garage, yard, farm or home sale without a permit, and Sec. 50-181 requires the applicant to be the property owner or occupant, or have the owner's written consent, submit a site map, and have no itinerant-sales conviction within the past 12 months.
Sec. , and Sec. 50-182(b) limits any permitted garage, yard, farm or home sale to two consecutive days; a vendor or transient merchant selling other goods can instead receive a 14-day permit. Sec. 50-182(c) caps the number of itinerant-sales permits, of any type combined, at four per calendar year for either the same person or the same site address, and any renewal after a permit expires counts as a new, separate permit toward that four-permit cap. Running more sales than the exemption or permit cap allow, or ignoring the time limits, is enforced under the division's general penalty section, Sec. 50-176.
