Kennewick limits yard and garage sales at any single residence to two sales per calendar year, each lasting no more than five consecutive days. Signs are prohibited on public property and must be removed at the end of the sale. Sales from storage units are prohibited entirely.
Per the Kennewick Planning Division FAQ, a yard sale cannot exceed five consecutive days, and only two sales are allowed per calendar year at any one residence, whether held alone or jointly with neighbors. A third sale or a sale exceeding five consecutive days is treated as a retail business in a residential district and is enforceable under KMC Title 18 zoning. Sign rules accompany the frequency cap. Signs are prohibited on public property, which includes utility poles, traffic signs, and the public right-of-way; signs placed in those locations may be removed by City Public Works without notice. Signs on private property with the owner's consent are generally permitted but must be picked up immediately after the sale ends. Block sales and multi-family yard sales are treated as one sale per participating address, so each home retains its own two-per-year allotment. Sales from storage units are prohibited because they are commercial rental property; conversion of a unit into a temporary retail location violates the city's zoning. Washington State sales tax casual-sale treatment may be lost if a person exceeds two sales per year, requiring vendor registration with the Department of Revenue.
Code Enforcement under KMC Title 18 may issue notice of violation, civil penalties, and orders to discontinue for a third sale in a calendar year or a sale exceeding five consecutive days. Sign violations on public property are abated by Public Works without notice and may be cited separately. Storage-unit sales trigger zoning enforcement. Continuing violations may be referred to Benton County Superior Court for injunctive relief.
