381. Subsection (3)(a) then lists specific places no one may stop, stand, or park absent a traffic conflict or an officer's direction, including within an intersection, on a crosswalk, on a sidewalk or planting strip, on railroad tracks, or "with the left wheels of the vehicle adjacent to the road edge or curb" (the wrong-way parking ban: Kennewick requires the vehicle's right side to face the curb, matching the direction of travel). Subsection (3)(a)(ii) sets distance buffers around fixed features: no standing or parking "in front of a public or private driveway or within five feet of the end of the curb radius leading thereto," within 15 feet of a fire hydrant, within 20 feet of a crosswalk, within 30 feet on the approach to a stop or yield sign or signal, or within 20 feet of a fire station driveway (75 feet on the opposite side of a signposted station entrance).

A narrow exception lets a driver stop momentarily in these buffer zones only to pick up or drop off a passenger. Subsection (3)(a)(iii) separately bars parking, as opposed to momentary loading, within 50 feet of a railroad crossing. Subsection (3)(d) makes it unlawful to "reserve or attempt to reserve any portion of a highway" for one's own exclusive parking use. Subsection (4), added by Ordinance 25-6089 in 2025, bars stopping, standing, or parking on any grass area inside a city park except under a valid special event permit that designates the parking area. The section applies city ordinance limits and time restrictions alongside county resolutions or state secretary-of-transportation orders on roads under their respective jurisdiction.
