Summary
Pomona calls a garage sale an occasional sale, and the City Code hands the calendar to the city council: it adopts a resolution setting which weekends residents may hold one. Whatever weekends get designated, sales can only run from 8:00 a.m. to 6:00 p.m., and rain on the first scheduled weekend pushes the sale to the following Saturday and Sunday automatically.
(a)The city council shall adopt, by resolution, a schedule for the conducting of occasional sales.(b)Occasional sales shall only be conducted between the hours of 8:00 a.m. and 6:00 p.m.(c)If rainy weather conditions exist on either Friday or Saturday of the first weekend of the designated months, occasional sales may be conducted on the following consecutive Saturday and Sunday. In the event rainy weather conditions exist on Friday or Saturday of the first weekend of the designated months and on the subsequent Saturday or Sunday, an alternate Saturday and Sunday may be designated by the city council.

Full Breakdown
An occasional sale is defined broadly: any sale in a residential zone, or on a lot whose principal current use is residential, that is advertised as a yard, patio, lot or garage sale, or that involves four or more items sold within a single day, counts, even without a sign (Section 30-751). The City Code does not print a fixed number of sale weekends directly; instead Section 30-753(a) directs the city council to adopt, by resolution, the schedule of dates on which occasional sales may be conducted, and only those council-designated dates are lawful.
m. (Section 30-753(b)). The code builds in a weather contingency: if it rains on the Friday or Saturday of the first weekend of a designated month, the sale automatically shifts to the following Saturday and Sunday, and if it rains again on that makeup weekend too, the council can designate a further alternate Saturday and Sunday (Section 30-753(c)). 583 of the zoning ordinance, so a charity rummage sale does not have to fit inside the residential occasional-sale calendar at all. Sellers covered by the ordinance include not just the person running the table but the tenant and, if owner-occupied, the property owner as well (Section 30-751).
Violations & Fines
Holding an occasional sale outside the city council's designated dates, hours or other requirements of Article XII is an infraction. A person who violates the same provision of the article more than three times within a single year steps up to a misdemeanor charge (Section 30-752). The penalty attaches per violation of the section, so repeat sales held outside the schedule can each count separately toward that three-strike threshold.
