360 of the zoning code defines and limits garage sales in Rapid City's residential districts. Subsection A covers the full range of sale types the rule applies to: garage, lawn, yard, porch, attic, room, backyard, patio, neighborhood, or rummage sales conducted from or on a residential premises for the purpose of disposing of personal property, and it caps any such sale, or series of sales, at a period not exceeding 10 days within a 12-month period. Subsection B narrows what counts as qualifying 'personal property': items owned, used, and maintained by the resident and household in the normal course of living in the home, excluding merchandise bought for resale or received on consignment, so reselling purchased inventory does not qualify as a garage sale under this section even if it stays under 10 days.

Subsection C sets the consequence for exceeding the limit directly: any premises where a garage sale runs for more than 10 days in a calendar year is declared a commercial use, and commercial use is not a permitted use in a residential zoning district. There is no separate permit application described in this section; the 10-day, 12-month cap and the personal-property definition are the entirety of the standard a resident must meet to hold a lawful garage sale.
