Section 30-3 limits any residential location to no more than two garage, rummage, yard, craft, or boutique sales in a rolling 12-month period. under section 30-4, and section 30-1 requires a permit from the department of citizens' affairs for every sale, displayed prominently at the sale location. Section 30-2 limits what can be sold: nothing may be bought specifically for resale at the event, since the permitted purpose is letting residents clear out unneeded belongings or sell items family members made or handcrafted themselves. Sales are barred from any location other than private property without the Jefferson Parish Council's consent, though section 30-7 exempts schools, churches, and recognized charitable institutions from that restriction.
