The Department shall issue a permit for a yard sale meeting the following requirements: (1) In addition to the two yard sales per calendar year which are exempt from the permit requirements as cited in Subsection (b) hereof, no more than three yard sale permits shall be issued for any one parcel in any one calendar year. (2) Each yard sale permit shall be for a period not to exceed seventy-two consecutive hours.
