(b) Power to establish district. For the purposes of this section, the County Commissioners may establish, change, lay out and define districts which are deemed to be of historic or architectural value, following the procedures which are set forth in this Title for the reclassification of zoning. ... Unless the Historic District Commission is satisfied that the proposed work or changes will not materially impair the historic or architectural value of the structure, the Historic District Commission shall reject the application, filing a copy of its rejection with the Planning Commission. The application shall not be renewed in less than one year from the date of such rejection.
