Under A.R.S. § 33-1804, 'all meetings of the members' association and the board of directors are open to all members,' and members may speak after the board discusses an agenda item but before formal action. Members may audiotape or videotape open portions. A.R.S. § 33-1805 makes financial and other records reasonably available to members, charging no more than 15 cents per page, with exemptions for privileged, litigation, and personal records.
No specific statutory penalty. A member may sue to enforce open-meeting, election, and records rights, and a member who substantially prevails may recover costs; improperly closed meetings or denied record requests can be challenged through the courts or the Arizona Department of Real Estate.
