Members may attend and address the board during open sessions. Minutes must be kept and made available within 30 days. Board elections must use secret ballots, an independent inspector of elections, and allow all members to vote by mail (Civil Code §5100–5145). Annual meetings require 10-45 days notice. Emergency board meetings may be called with 2 days notice for urgent matters. Boards must have at least 3 directors and may serve up to 4-year terms.
