Appleton, WI Holiday Decorations: Lawn Ornament Rules (2026)

Article XIV, the sign chapter of the Appleton zoning code, only regulates displays that meet its own definition of 'sign': a device that uses writing, imagery, or other display to advertise, announce, or identify something to the public. Section 23-504 then carves out a specific list of items that fall outside that definition even though they sit in a yard or attach to a building: athletic scoreboards, flags, holiday decorations, menu boards, streamers, pennants, umbrellas, balloons, and inflatable figures, along with anything else not containing copy used for advertising purposes.

Because a seasonal lawn ornament, inflatable snowman, string of lights, or holiday flag carries no wording or advertising message, it is not a 'sign' under this chapter and does not need a sign permit from the Inspections Supervisor, does not count toward a lot's yard-sign or wall-sign area totals under Sec. 23-522 and 23-523, and is not subject to the setback, height, or illumination standards in Division 4. The exemption turns on the absence of advertising copy: if a decoration is printed with a business name or a commercial message, it stops being a decoration for zoning purposes and becomes a sign subject to the ordinary permit and size rules for whatever sign type it resembles, such as a banner, wall sign, or ground sign.

Other city rules can still reach a decoration unrelated to signage, such as nuisance or right-of-way obstruction ordinances, but Article XIV itself imposes no size, timing, or placement limit on purely decorative holiday displays.
