Volusia County, FL Holiday Decorations: Lawn Ornament Rules (2026)

Sec. 72-298(1) lists the signs exempt from the county's sign article, and subsection (b) folds decorative lawn figurines into that exemption alongside seasonal string lighting: "two-dimensional or three-dimensional figurines not exceeding four feet in height ... provided that no more than ten figurines are permitted on a lot, for a period not to exceed 30 consecutive days, not to exceed four times per calendar year." Because the exemption sits in the sign code rather than a stand-alone yard-decoration ordinance, a homeowner who stays inside those numbers never needs a sign permit under Sec. 72-298(13)a, which only requires one "unless otherwise exempt under subsection 72-298(1)." The four-times-per-year cap effectively lets a household run one seasonal display per quarter, a Halloween set in October, a winter display in December, and so on, as long as no single run passes 30 days and the count on the lot never tops ten pieces at four feet or under.
