California Assembly Bill 1616 (the California Homemade Food Act) and subsequent amendments under AB 1271 and AB 626 establish a statewide framework for cottage food operations that preempts local restrictions. Under state law, Reedley cannot prohibit cottage food operations in residential dwellings. Cottage food operations are divided into two classes: Class A operations sell directly to consumers at the home, farmers markets, or certified farmers market stands with annual gross sales capped at $75,000.
