Catoosa County, GA Home Business: Customer Traffic Restrictions (2026)

UDC Section 5.02.02(C)(5), Residential Character Maintained, is Catoosa County's core traffic control for home businesses: the home occupation cannot alter the residential character of the building or lot, and it cannot increase the normal flow of traffic or on-street or off-street parking beyond what the neighborhood would otherwise see from a single-family home. The Code backs that general rule with specific caps built into the list of recognized home occupations and their standards. Instruction and teaching businesses, tutoring, performing arts, fine arts or culinary arts, are capped at no more than two students at any one time under Section 5.02.02(A)(2)(b).

Staffing is capped too: Section 5.02.02(C)(6) limits a home occupation to the homeowner and family members living on the premises, plus not more than two additional full-time or part-time employees present during the business's hours of operation. Parking gets its own line item at Section 5.02.02(C)(7): the home occupation must provide one off-street paved parking space in addition to the parking already required for the residence, so client or employee vehicles are not left to compete for the street. Read together, these standards mean a home business generating a steady stream of client visits, more than two students at a lesson, more than two extra workers, or overflow street parking, falls outside what the UDC allows regardless of the type of business, and the Zoning Administrator can act on a complaint the same way as any other UDC violation.
