Pismo Beach, CA Home Business: Customer Traffic Restrictions (2026)

Both zoning codes printed under Title 17 regulate how many people and vehicles a home business can bring to the house, and the numbers differ.

1983 Zoning Ordinance, Chapter 17.115. Section 17.115.020 lists conditions A through R, and several govern traffic. Item M bars increasing vehicular traffic flow by more than two vehicles at a time to the site. Item N caps visits at three clients or customers at any one time. Item P bans client or customer visits between seven p.m. and nine a.m. Item Q allows one commercial vehicle, not above three-quarter ton rated capacity, and item R limits delivery of materials by commercial vehicles to one trip per week on average. The home occupation cannot generate noise outside the residence between nine p.m. and nine a.m. (item O), and no one can be employed on-site other than residents (item J). The permit is reviewed by the city planner six months after issuance and annually thereafter (item B), and notice of a pending permit is posted at the property at least thirty days before issuance (§ 17.115.070).

1998 Zoning Code, § 17.38.070. A zoning clearance is required (subsection C). Subsection D.5 allows no more than one client on the premises at any time for counseling, music lessons, tutoring or other purposes. Subsection D.7 requires vehicles and traffic to stay at the type and volume normally generated by a home in a residential neighborhood, with all parking needs met off the street and on the same site. The operating standards in that section print no visiting-hour window.

Pismo Beach uses two adopted zoning codes. The city's Zoning and Land Use page states that properties inside the Coastal Zone are regulated by the 1983 Zoning Code, and properties outside the Coastal Zone are regulated by the 1998 Zoning Code.
