Richmond home occupations must limit customer visits to avoid residential neighborhood impact. Typical limits are 4 to 6 client visits per day during reasonable daytime hours, with no more than one client on premises at a time. Deliveries must use standard residential-scale vehicles.
Under Richmond City Code Chapter 30 (Zoning), Article IV home occupation standards, a home-based business in an R (Residential) district may not generate more vehicle traffic than is normal to the residential neighborhood. Typical administrative interpretation is 4-6 client visits per day between 8 AM and 8 PM, one client on the premises at a time, and no employees working on-site other than members of the household. The business must be clearly incidental and subordinate to the dwelling's residential use, occupy no more than 25 percent of the dwelling's gross floor area, and generate no outdoor storage, display, or commercial vehicles larger than a standard pickup or van. VA Code Β§15.2-2292 delegates home-occupation regulation to localities. A Richmond home business must also obtain a Business, Professional and Occupational License (BPOL) from the Department of Finance and, depending on the trade, an SCC filing at the state level. The Fan, Church Hill, and Carytown areas receive more frequent complaint-driven enforcement due to limited on-street parking.
Chapter 30 zoning violation: written notice, then civil penalty up to $200 first offense, $500 for each subsequent offense per VA Code Β§15.2-2209. Loss of home-occupation permit. Continued operation can trigger injunction in Richmond Circuit Court.
