Sparks, NV Home Business: Customer Traffic Restrictions (2026)

Section 20.03.020 governs every home-based business operating out of a Sparks dwelling. Subsection B.1 requires the business to be operated entirely within the dwelling unit by someone who actually lives there, as a clearly secondary and incidental use, and bars it from changing the residential character of the home. B.2 forbids using any garage, accessory building, or yard space, or conducting any activity outside the living area, and B.3 caps the footprint at not more than 20 percent of the residence's living area. The client-traffic rule sits in B.5: up to five client visits or service deliveries to the home occupation are allowed per day between the hours of 7:00 a.m. and 8:00 p.m., a hard daily count and time window that applies regardless of the type of business.

B.6 limits commercial vehicles to one per residence, capped at 10,000 pounds GVWR, and B.10 bars any employees from reporting to work at or near the residence, so the five-visit cap can't be worked around by adding staff traffic. Before any of this is legal, C.1 requires a completed home occupation permit application, and that application shall not be accepted or reviewed until the applicant has already applied for a city business license under Title 5. The Administrator reviews the application and conducts a site visit before issuing or denying the permit, and under C.3 can revoke it if the applicant supplied false information, violates any standard in the section, or racks up two or more notices of violation on the property within any twelve-month period.
