Sparks allows home occupations as a secondary, incidental use of a dwelling, but the business must operate entirely inside the home and use no more than 20 percent of the living area. A home occupation permit and city business license are required.
Sparks Municipal Code Section 20.03.020 governs home occupations. The activity must be operated entirely within the dwelling by residents, stay clearly secondary to residential use, and occupy no more than 20 percent of the living area. No garage, yard, or accessory building may be used, and stored stock must not be visible from outside. Manufacturing that generates noise, odor, dust, or vibration is prohibited, and only one commercial vehicle under 10,000 pounds may be kept on-site. Before applying for the permit you must obtain a city business license under Title 5; the Planning Administrator then reviews the application and conducts a site visit. Nevada also requires a state business license under NRS 76.
Operating without a permit or breaching the standards can trigger denial or revocation. Two or more code-violation notices at the property within twelve months are grounds to revoke the home occupation permit.
