Vienna limits customer and client traffic to home occupations to preserve residential neighborhood character. The business may not generate parking demand, deliveries, or foot traffic materially greater than a typical residence, and no more than a small number of client visits per day are typically permitted.
The Town of Vienna Zoning Ordinance requires that home occupations not generate traffic or parking in excess of what is customary in a residential neighborhood. While the code does not always specify a precise numeric cap, enforcement practice typically permits one to two client visits at a time and no more than a handful of visits per day for professional services such as tutoring, therapy, music lessons, or consulting. Large-scale retail sales, group instruction, recurring meetings, or walk-in services are generally prohibited because they create traffic and parking impacts inconsistent with residential zoning. Client parking must be accommodated on-site in the driveway whenever possible. On-street parking demand generated by the business may trigger neighbor complaints and code enforcement. Commercial deliveries (UPS, FedEx, USPS, Amazon) at volumes typical of residential online shopping are acceptable, but freight deliveries, truck loading, or recurring pallet drops are not. Classes or group activities (yoga instruction, cooking classes, art workshops) are generally disallowed in residential zones as home occupations because they concentrate visitors. Online-only businesses with no client visits are the easiest to operate compliantly. If a home occupation consistently generates neighbor complaints about traffic, noise, or parking, the Town may revoke home occupation status and require the business to relocate to a commercial zone.
