Sec. 14-401 puts every day care center or nursery in the City of Mosinee under the supervision of the board of health and requires it to meet the state department of health and social services' family services division rules on licensing, inspection, and administrative criteria. Sec. 14-402 goes further and adopts Wis. Adm. Code ch. and Wis. Adm. Code ch. HSS 45, the state's family day care rules, directly into the city code, so a facility out of compliance with those state rules is also out of compliance with city law.

Sec. 14-403 lets the board of health and the building inspector inspect any state-licensed premises for compliance with the building code and health and safety requirements. Sec. 14-404 requires a fence: any center not on a corner lot must fence all or an adequate part of the rear yard so children playing outside stay safe, and a center on a corner lot must fence a side yard instead. Sec. 14-427 layers a city license on top of the state license: every state-licensed center must apply to the health department by May 1 each year, filed at least 60 days ahead so the health officer and building inspector can finish their inspection before the license issues.

Sec. 14-428 lets the health nurse revoke the city license if an inspection finds a building code or health and safety violation, after giving the operator notice and a hearing.
