Safety Harbor may not prohibit the use in residential zones but applies general home occupation standards regarding traffic, parking, signage, and outdoor play areas. Larger group day care homes (up to 12 children) require additional state licensing. Operators must comply with state staffing ratios, background screening, fire and safety inspections, and outdoor play space minimums. Safety Harbor zoning still requires that the home retain its residential appearance.
Operating without state registration or local business tax receipt can result in civil penalties, suspension of license, and zoning enforcement under Chapter 1.
