Safety Harbor, FL Noise Ordinances: Vehicle Noise (2026)

Sec. 15.03(b) of the Safety Harbor code lists acts that are presumed to violate the citywide ban on loud and raucous noise. Paragraphs (b)(1) and (b)(8) cover engines, motor vehicles, and vessels.

Paragraph (b)(1), "Engine exhaust," applies to the exhaust of any steam engine or stationary internal combustion engine. That exhaust may be discharged into the open air only through "an operative and effective muffler or other device which will effectively prevent loud and raucous noises." Both words matter in Safety Harbor. The muffler must be operative, meaning it works, and effective, meaning it actually prevents the noise. A device other than a muffler is acceptable if it achieves the same result.

Paragraph (b)(8), "Vehicles or vessels," reaches any motor vehicle or vessel, so the Safety Harbor rule covers watercraft as well as road vehicles. It can be violated in either of these ways. The vehicle or vessel "produces loud, grating, grinding, rattling, irritating or other loud and raucous noise," or it "is not equipped with an effective motor sound suppression device equal to or better than the original manufacturer's specifications." The equipment test does not depend on how loud the vehicle sounds on a given day. If the sound suppression device is missing, or performs worse than the original manufacturer's specifications, paragraph (b)(8) is met. Replacement equipment is allowed in Safety Harbor as long as it is equal to or better than the original specification.

Neither paragraph sets a decibel limit, and neither is limited to certain hours. Safety Harbor police can cite the driver, the owner, or whoever is operating the vehicle at the time.
