City of Napa prohibits any sign, window display, or exterior identification of a home occupation on residential premises. No off-site signs may direct customers to the home business. Napa Municipal Code Title 17 requires the dwelling to keep a purely residential appearance.
Napa Municipal Code Title 17 home-occupation rules include an exterior-evidence-prohibited provision barring any window display, sign, lettering, logo, illuminated panel, or other identification of a home occupation visible from outside. No off-site sign may denote the location of a home business. Napa's sign regulations in Title 17 also apply to signs placed inside a building within a few feet of an exterior window where visible from outside. Vehicle signage on a vehicle parked at the residence is treated as a sign if readable from the street. Address numbers required by the California Fire Code are not signs. Real-estate, political, and noncommercial expressive signs are governed separately under the Sign Ordinance and First Amendment doctrine.
Code Enforcement issues notice to remove the sign within roughly 10 days; failure to comply results in administrative citations and possible revocation of the Home Occupation Permit and Business License. Willful violations may face daily fines under Title 1.
