Alameda County regulates home-based businesses in unincorporated areas through Title 17 (Zoning) of the County General Ordinance Code. Home occupations are permitted as accessory uses in residential zones (R-1, R-2, R-S, etc.) provided they remain clearly incidental to the residential use of the dwelling. The business must be conducted entirely within the dwelling or an approved accessory structure, must not change the residential character of the property, and may not produce noise, odor, vibration, dust, or glare detectable beyond the property line. Exterior storage of business materials, equipment, or inventory is prohibited. The number of non-resident employees is limited, and commercial vehicles over a specified weight may not be stored on-site. Certain uses (auto repair, kennels, commercial food production outside cottage food, adult entertainment) are expressly disallowed as home occupations regardless of scale.
