Home occupations in unincorporated Sonoma County are governed by Zoning Code Sec. 26-88-121, as amended by Ordinance No. 6363 (effective December 14, 2021). If the business complies with every operational standard, NO zoning permit is required. Non-compliant operations may be approved as Live/Work uses through a discretionary permit. The standards limit employees to household members, customer visits to 4 per day (max 2 at once) during weekday business hours, and floor area to 25% of the dwelling.
Sec. 26-88-121 allows home occupations as an accessory use in agricultural, residential, planned community, and certain commercial zones. Permitted activities include art and craft work (ceramics, painting, photography, sculpture, woodwork β quiet cottage industries with no hazardous quantities), office-based professional services (architects, attorneys, consultants, e-commerce), one-on-one instruction (music, art, dance, tutoring, counseling, licensed massage), tailoring, and similar uses approved by the planning director. PROHIBITED activities include animal services, automotive repair, food processing, hair salons, medical procedures, hazardous-materials handling, welding, and any use requiring ADA modifications to the dwelling. Operational standards: (1) only residents of the dwelling may be employed in the business β no outside employees on-site; (2) maximum 4 customers per day with no more than 2 simultaneously, restricted to 8:00 a.m. to 6:00 p.m. Monday through Friday; (3) maximum 10 deliveries per week; (4) the business may occupy up to 25% of the dwelling floor area, plus up to 500 sq. ft. in a garage or accessory structure; (5) one non-illuminated sign of 2 sq. ft. maximum; (6) NO outside storage of equipment, inventory, or materials; (7) parking must comply with Sec. 26-86-010; (8) no change to the residential character or appearance of the dwelling; (9) no commercial-grade utility upgrades beyond normal residential need.
Operating a home occupation that exceeds any of the Sec. 26-88-121 standards converts it into an unpermitted commercial use. Permit Sonoma may issue an administrative citation and require the operator to either bring the use into compliance or apply for a discretionary Live/Work permit. Continued non-compliance can result in escalating fines under the County's general code-enforcement chapter.
