A. Purpose. It is the intent of this section to preclude incompatible home occupations from occurring in residential neighborhoods and to permit only those uses which conform to the standards of this section. Custom, tradition, and precedence are excluded as criteria for approval. In general, a home occupation shall be located and conducted such that the average neighbor, under normal circumstances, would be unaware of its presence. ... ... B. Permit Required. No activity subject to the provisions of this section shall be conducted without review by the Planning Division and the issuance of a home occupation permit. Said permit shall be a conditional permit, issued by the Director or a designated representative, acting as the Zoning Administrator. A limited period of approval may be imposed by the Zoning Administrator.

Full Breakdown
050 of the Implementing Zoning Ordinance governs any business run out of a Petaluma residence. Subsection A sets the underlying test: a home occupation must be conducted so that the average neighbor, under normal circumstances, would be unaware it exists, and custom or precedent cannot justify an exception. Subsection B requires review by the Planning Division and issuance of a conditional home occupation permit by the Director acting as Zoning Administrator, who may also impose a limited approval period; Subsection C routes the application through the Zoning Administrator on a City-supplied form, and Subsection D sets the permit fee by City Council resolution. 5 square feet, non-illuminated, flush against the wall. 090 per Subsection I.
Violations & Fines
A complaint or the Director's own observation of noncompliance triggers review under Section 7.050(H); the Director can suspend or revoke the permit outright or add new operating conditions instead. Once a permit is revoked, the business must close immediately, and the operator cannot reapply for a home occupation permit at that address for one full year.
