Sutter County, CA Home Business: Zoning Restrictions (2026)

Home-based businesses in unincorporated Sutter County are governed by Article 12 (Home Occupations) of the County Zoning Code (Chapter 1500-12), found in Part 3, Use Specific Regulations. Section 1500-12-010 defines four categories: a Home Office (computer, phone, and desk work with no clients or outside employees); a Cottage Food Operation (food prepared per the California Health & Safety Code); a Minor Home Occupation (no outside employees, limited client visits, e.g., tutoring or art studios); and a Major Home Occupation (up to one outside employee and more client visits, e.g., dog grooming or hairdressing). Section 1500-12-030 caps the area devoted to the home occupation at 25% of the dwelling unit's gross floor area, prohibits outdoor storage and flammable/hazardous materials, bars additional business vehicles, and limits client hours to 8:00 a.m. to 6:00 p.m. Minor occupations may serve no more than six clients per day and Major occupations no more than ten. Section 1500-12-040 prohibits any activity that affects neighborhood character by generating more noise, odor, vehicles, storage, or traffic than is normal for a residential zone. The Director may revoke approval under Section 1500-12-050 if the use becomes detrimental, never commences within one year, or ceases for over a year.
