Loudoun Zoning Ordinance permits home occupations with permit in residential districts. VA Code Β§15.2-2292 authorizes regulation; Dillon's Rule limits county authority. BPOL license from Commissioner of Revenue.
Home-based businesses in Loudoun County require a Home Occupation Permit from the Department of Planning and Zoning and a Business, Professional & Occupational License (BPOL) from the Commissioner of the Revenue. Allowed conditions under Loudoun Zoning Ordinance Section 5-600+: business must be secondary to residential use, no exterior alterations visible from the street, no more than one non-resident employee, limited customer traffic, no outside storage, and no hazardous or noxious processes. Certain uses prohibited: auto repair, kennels, large-scale manufacturing. Virginia's Cottage Food Law (effective 2023) allows limited home food sales without a food establishment permit. Ashburn/Brambleton HOAs often have additional business-use covenants.
Operating without Home Occupation Permit: $100-$500 plus required cessation. BPOL non-compliance: back taxes plus penalty. Zoning violation: $250/day per incident.
