A zoning clearance or self-certification is required, no more than 25% of the dwelling (including attached garage) may be used, only resident family members may work there, and the home cannot look nonresidential.
Home occupations in unincorporated Yuba County are governed by Development Code (Title XI) §11.32.140. A home occupation is 'accessory and incidental to a primary residential use' (§11.32.140(1)). It must be located only where allowed by the zoning district (§11.32.020). Core operational standards (§11.32.140(3)): no person other than family members residing on the premises may be engaged in the occupation; not more than 25 percent of the dwelling's floor area, including attached garages, may be used; within the valley growth boundary no building or space outside the dwelling and attached garage may be used (garage work must be done with doors closed), while outside the valley growth boundary detached garages, workshops, and enclosed accessory structures may be used and do not count toward the 25% limit. The structure must not be alterable so as to be reasonably recognized as nonresidential, and no equipment may create noise, vibration, glare, fumes, odors, or electrical interference detectable off the lot. Traffic may not exceed what is customary for the zone, and business/advertising vehicles must be garaged or screened and have no more than two axles. Larger operations (a non-resident employee, more instructional students, more vehicle trips, or sales/display areas) require an Administrative or Minor Conditional Use Permit per Table 11.32.140. Listed prohibited home occupations include vehicle repair, kennels/animal breeding, restaurants, retail stores, medical/dental offices, and towing (§11.32.140(5)).
A home occupation approval may be revoked or modified by the Planning Director after an administrative hearing for violating any standard of §11.32.140; appeals follow §11.53.150. Operating a prohibited or non-compliant home occupation, or exceeding the standards without the required use permit, is a Development Code violation.
