BC 5.18.050(D)(3), part of the Prohibited Camping Ordinance (Chapter 5.18), bars a person without alternative shelter from accumulating, discarding, or leaving behind rubbish, unsanitary or hazardous materials, or human or animal waste in or around a campsite. The chapter reaches only the public right-of-way and city property in Beaverton, Washington County, Oregon. BC 5.18.020(D) expressly excludes private property. The city manager must file an annual report on enforcement, including citations and impoundments, under BC 5.18.070. Violations carry real penalties: a fine up to $100 or up to 30 days' imprisonment, except unlawfully stored property, which is a separate Class 3 civil infraction under BC 5.18.080.
