Loveland, CO Homelessness & Encampment Rules: Encampment Sanitation (2026)

39, added by Ordinance No. 6554B on May 17, 2022, lets the City Manager abate an unauthorized encampment on any city-owned property, right-of-way, park, or other public land in Loveland, Larimer County. Priority abatement applies where an encampment shows an immediate threat, such as open flames, propane tanks, human waste, hypodermic needles, or a shelter in the 100-year floodplain or within 100 feet of a watercourse, or where staff has evidence of ongoing criminal activity, abandonment for seven or more days, or intentional property damage.

030 requires a law enforcement officer or city employee to have observed the encampment, a law enforcement officer to issue a verbal or written order to vacate, and confirmation that a shelter bed is available and has been offered to the occupant. 050 sets a minimum of two hours' notice between delivery of written notice and the start of abatement, even for immediate-threat sites. Cleared personal property, other than contaminated items like unsanitary bedding or damaged tents, is held by the city for 60 days at a designated storage facility, retrievable at no cost, before the city may dispose of it.
