050, titled 'Loitering, obstructing traffic,' contains two distinct prohibitions. First, it is unlawful to stand on a street, sidewalk, or public way, or otherwise occupy part of it, in a manner that annoys or molests a pedestrian or obstructs or unreasonably interferes with the free passage of pedestrians, vehicles, or other travel. Second, and separately, 'no person shall sit, lie or sleep upon any street, sidewalk or other public way' anywhere in the city, without a time-of-day or location qualifier attached to that clause itself.

The section carves out two narrow exceptions: people sitting on a curb while attending or viewing a permitted parade, and people using benches or other seating facilities the city has installed for that purpose.
