No person, after having been notified by a law enforcement officer that he is in violation of the prohibition in this section, shall sit or lie down upon a public sidewalk or upon a blanket, chair, stool or any other object placed upon a public sidewalk.(b)The prohibition in subsection (a) of this section shall not apply to any person:(1)Sitting or lying down as a result of a medical emergency.(2)Participating in or attending a parade, festival, performance, rally, demonstration, meeting or similar event pursuant to a street use or other permit.(3)Sitting on a public sidewalk within a bus stop zone while waiting for public transportation, provided the use of the sidewalk is not blocked or obstructed.(4)Who, as a result of a disability, utilizes a wheelchair or similar device to move about the public sidewalk, provided the wheelchair or other device does not obstruct or block the use of the sidewalk.(5)Operating or patronizing a commercial establishment conducted on a public sidewalk pursuant to a permit issued by the city.(c)Nothing in this section shall be construed to permit any conduct constituting pedestrian interference under this Code.
