040 lays out a sit-lie scheme across several categories of public space. Subsection B targets the public right-of-way directly: no person may sleep, lie down, or sit on the ground there, and no person may sit on any movable chair, bucket, crate, cooler or similar personal property placed in the right-of-way either. The same section extends related bans to adjoining settings: subsection C bars sleeping or lying down in or on a public facility such as a city building or parking structure; subsection D bars sitting, lying or sleeping, or storing personal property, on a median, public parkway or landscaped area, except in a landscaped area specifically designed for sitting or lying; subsection E bars sleeping or lying on a public transit shelter or bench; and subsection F bars sleeping or lying on a bench, table, playground equipment or other fixed park structure.

Subsection G adds a broader access rule barring twelve enumerated forms of obstruction, including sitting, lying, sleeping or placing property within ten feet of a driveway, business entrance, fire hydrant, ATM, EV charging station, sidewalk ramp, crosswalk or street corner, or within one hundred feet of a K-12 school or day care entrance or driveway. 050 exempts legally parked vehicles, city-collected trash, brief loading or unloading, non-blocking drainage, and permitted activity such as a special event permit. 060, enforceable by criminal citation, administrative citation, or a civil injunction action brought by the city attorney.
