Westminster, CA Fence Regulations: Material Restrictions (2026)

030(D) directs that fences and walls be built with attractive, durable materials such as redwood, wrought iron, textured concrete block, or formed concrete with reveals, and specifically bars chain-link fencing, corrugated metal fencing, fiberglass fencing and 'tennis windscreens' from the front yard and street side yard, implying those materials remain usable in side and rear yards away from the street. Subsection (G), Security Fencing, goes further and bans electrical currents, concertina ribbon, razor wire, razor ribbon, and pointed, protruding or sharp restraining devices in every zoning district citywide, with a narrow exception letting wrought-iron fences carry decorative arrowhead or curved-point tips.

Barbed wire gets its own subsection, (H): it is flatly prohibited on or between properties, and adjacent to public walkways, in the R1 through R5 residential zoning districts with no exception. Outside residential zones, barbed wire is conditionally allowed only where outside activities like vehicle or mobile-home sales and RV storage occur in the C1 and C2 zones, where hazardous materials are stored in the CM, M1 and M2 zones, or at high-risk sites such as electrical or pump stations: a maximum of four strands placed atop a wall or fence at least 6 feet tall, never pushing the combined height above 8 feet, kept off public walkways in the CR and C1 zones, and never encroaching into the public right-of-way.
