Section 14-85 reinstated the building permit reprieve (amnesty) program on May 1, 2020, and extended it through December 31, 2028, waiving the double or triple fee normally charged under Sections 14-61 through 14-67 for work performed without a permit or without required inspections, for owners who voluntarily apply. For expired roofing permits specifically, Section 14-87(b) lets a Florida-registered architect or engineer submit a signed and sealed as-built certification letter stating the roof complies with the Florida Building Code edition in effect at the time of installation, the approximate installation date, and the roofing system's product approval number, plus confirmation that the underlayment and fasteners were visually inspected by plugging the roof, or by an uplift test in lieu of plugging.

The renewal application itself must be filed by a licensed roof contractor, and the city's roofing inspector reviews the as-built letter and as-built plans for compliance with the applicable code before the permit can be renewed. The program does not excuse compliance with the current Florida Building Code, Florida Fire Prevention Code, or the city's land development regulations, and the building official retains full authority to enforce those codes regardless of a reprieve application.
