California SB 54 (Government Code 7284 et seq.), effective 2018, prohibits state and local law enforcement agencies from using resources to investigate, detain, or arrest persons for federal immigration enforcement purposes, with limited exceptions for serious or violent felonies. Anaheim Police Department complies with the statewide TRUST Act but Anaheim has not enacted a separate local sanctuary ordinance unlike some California cities. Anaheim Jail no longer holds inmates on ICE detainers absent a judicial warrant. Federal immigration officers may still operate independently in the city without local cooperation.
Officers violating the TRUST Act may face departmental discipline, civil rights litigation under California Civil Code 52.1, attorney fees, and statutory damages of $25,000 per violation.
