California SB 54, the California Values Act, limits how San Bernardino County Sheriff and other local agencies may cooperate with federal immigration authorities in unincorporated areas and contract cities.
California Government Code section 7284 and following, enacted by SB 54 in 2017, restricts local agencies from using personnel or resources for immigration enforcement, sharing certain information with ICE, or honoring civil immigration detainers without a judicial warrant. The San Bernardino County Sheriff applies SB 54 across unincorporated areas and contracted city patrols. Limited cooperation is allowed for individuals with serious or violent criminal convictions specified in the TRUST Act. The Sheriff publishes annual SB 54 compliance reports, and the California Attorney General audits compliance statewide.
