City Code Chapter 48 declares any vegetation ten inches or taller, plus invasive, noxious, or poisonous-to-the-touch plants, a nuisance on any premises citywide unless it meets the 'managed natural landscape' definition in Sec. 48-1. To qualify, the planting must exclude turf grass, invasive plants, noxious plants, and poisonous-to-the-touch plants; keep clearly defined edging or containment; never encroach onto a neighboring property; and preserve an unobstructed safety corridor at least 3 feet wide and 7.5 feet tall for emergency responders. Sec. 48-30, rewritten by Ord. No. 250637 on September 11, 2025, exempts qualifying managed natural landscapes from the excessive-vegetation nuisance rule that otherwise applies to every lot in Kansas City, Missouri, across Jackson, Clay, Platte, and Cass counties.
Violations & Fines
Neighborhoods and Housing Services issues a written order to remove the nuisance, giving the owner at least ten days to comply. Under Sec. 48-72, fines run $200 to $450 per offense depending on repeat count, and each day of noncompliance is a separate violation.
