The Garland Development Code defines an 'invasive plant' as any plant classified as invasive to the Garland region by Texas Parks and Wildlife or the Texas Department of Agriculture. Required landscape areas in new development and redevelopment must use plants from the approved lists and cannot include prohibited invasive species. The approved tree list appears as an appendix in the Development Code. Residential owners have more flexibility in their personal landscaping, but invasive plantings that create nuisance or harm public property can still be cited.
Nonconforming landscape installations in permitted development are subject to stop work and permit denial until corrected. Residential owners face nuisance-based enforcement only.
