Under Florida SB 544 enacted in 2023, homeowner associations cannot prohibit Florida-friendly landscaping practices, which expressly include synthetic turf used as a water-conservation measure. Broward County Code does not prohibit residential artificial turf; it is commonly used for play areas, dog runs, and putting greens. Installations must not block sheet-flow drainage to swales or canals, must use permeable backing, and cannot encroach on required native-plant percentages in new development. Commercial installations larger than 500 square feet trigger a landscape plan review under Broward County Code Chapter 39. Many Broward municipalities still require a minimum living-landscape percentage (for example 25 to 50 percent of the front yard) even when turf is used elsewhere.
