Hollywood, FL Landscaping Rules: Artificial Turf (2026)

Chapter 90 requires mortgagees to register any real property that becomes vacant after a mortgage default with the city's Director of Code Enforcement, within ten days of finding it abandoned or vacant. 09 sets the maintenance standard the property must meet, covering weeds, debris, graffiti, security and landscaping. Subsection (D) of that maintenance standard defines LANDSCAPE to include grass, ground covers, bushes, shrubs, hedges, decorative rock or bark, or artificial turf/sod designed specifically for residential installation, while excluding weeds, gravel, broken concrete or asphalt. Front, side and rear yard landscaping on a registered property must be kept to the city's standard as of the date registration was required, and maintenance duties include watering, irrigation, cutting, mowing and removing trimmings.

Outside that specific vacant-property context, Hollywood's code does not carry a separate artificial turf provision for ordinary occupied residential yards: there is no percentage cap, drainage spec or ban on synthetic turf in the general zoning or landscape chapters. 09 at all; that section only binds properties a mortgagee has registered as vacant under Chapter 90's foreclosure-registration program. Failure to maintain a registered property, including a landscape that does not meet these standards, can draw a citation or a Notice of Violation/Notice of Hearing processed through Chapter 36, decided by the city's Special Magistrate.
