Chapel Hill, NC Landscaping Rules: Composting (2026)

Chapter 8's yard-waste disposal section, § 8-24.4, sets three rules. Subsection (a) requires all yard waste to be disposed of consistent with applicable local ordinances and state and federal rules. Subsection (b) prohibits burning yard waste anywhere in the town without first obtaining special permission from the town's fire marshal, the practical alternative residents must clear before open burning rather than composting. Subsection (c) is the town's composting policy: it sets no container specification, size limit, setback rule or permit requirement for home compost piles; it states only that home composting of yard waste is encouraged by the town and that residents can get information or assistance from the Public Works Department on request.

Because the section imposes no standard a resident must meet, backyard composting sits outside the enforcement scheme built for the rest of Chapter 8: the civil-penalty ladder in § 8-44 lists violations of §§ 8-23, 8-24, 8-24.1, 8-25, 8-26, 8-29 through 8-35 and 8-38, and composting under § 8-24.4(c) is not among them. The practical effect is that a resident who wants to avoid the curbside yard-waste bundling limits (fifty-pound, four-foot bundles) or the three-cubic-yard loose-pile cap under § 8-24.1 can compost the material on their own property instead, with the town's only role being to point them to Public Works for guidance rather than to inspect or license the pile.
