D. It is a violation to deposit solid waste into containers which are not assigned to the property at which the solid waste is generated. Such violations shall be treated as a misdemeanor if the city pursues criminal remedies.
E. It is a violation to deposit or use solid waste for lot filling or leveling purposes. Such violations shall be treated as a misdemeanor if the city pursues criminal remedies.
