A compost bin is defined as a container built to let nonliving plant material such as leaves, grass cuttings, shrubbery trimmings, and tree trimmings decompose into fertilizer, and it must be constructed of wire, wood lattice, or a similar material that lets air filter through the structure; solid, sealed enclosures fall outside the definition. The section caps any compost bin at 64 square feet of area and five feet of height, so a resident cannot build an oversized composting structure disguised as a bin.

04, the operative nuisance-control section, lists storing nonliving plant material in compost bins as one of the permissible uses that keeps a property out of violation of the chapter's broader ban on accumulating trash, junk, debris, and plant material, but division (B)(2) caps that use at no more than two compost bins per property. 03, which treats accumulated plant material as a nuisance and menace to public health, safety, and welfare. 04(B)(3), which separately allows firewood to be kept on a property if it is piled, stacked, bundled, or corded and the surrounding area is kept free of excessive growth.
