Tampa, FL Landscaping Rules: Composting (2026)

The only codified compost-bin rule in Tampa's code lives inside Sec. 27-132's standards for the 'community garden, private' special use, which itself is capped at two acres in residential zoning districts. Within that framework, planting beds raised three feet or more, compost bins, and rain barrel systems must maintain twenty feet from the front property line and three feet from the side and rear lines. The same subsection caps combined building coverage, excluding greenhouses and hoophouses, at twenty percent of the garden site, limits any structure to fifteen feet in height, and caps total impervious lot coverage at thirty-five percent of the site area.

Maintenance responsibility for the garden, including its compost bins, falls to the property owner and any lessee, consistent with the property-maintenance standards in Chapter 19. Because 'community garden, private' is an S-1 special use per Table 4-1 in most residential districts, a resident wanting to place shared compost bins in an organized community garden needs a special use permit reviewed by the zoning administrator before installing them, not just a building permit for the bin itself.
