Irving's property standards require that all ground cover, including grass and weeds, be maintained by mowing, trimming, and edging such that it does not exceed 10 inches in height and does not encroach over sidewalks, pedestrian ways, driveways, flatwork, curbs, or street pavement. The city recommends removing no more than one-third of the grass blade surface at any time for healthy turf maintenance. Property owners are also responsible for maintaining alleys and easements behind their property. If a property owner fails to maintain the property after notice, the city may perform the work and assess the cost to the property owner. Code Enforcement investigates complaints the following business day by 5 PM.
