Florida-Friendly Landscaping (FFL) uses the Right Plant Right Place principle, limiting turfgrass and emphasizing native species adapted to Central Florida sand and seasonal rainfall. Common natives include muhly grass, saw palmetto, firebush, coontie, and live oak. Under FL Β§373.185 (amended 2023 by SB 1248), HOAs cannot prohibit Florida-Friendly Landscaping even with aesthetic covenants. However, HOAs may still require reasonable design review. Ocoee's landscape code encourages FFL in new development. Orange County UF/IFAS Extension offers free landscape consultations.
No city penalties for installing native or FFL landscaping. Code enforcement still applies to overgrowth, bare soil, or erosion. HOA fines for FFL landscapes are generally unenforceable under state law but may require mediation.
