Winston-Salem encourages native plantings. There is no prohibition on native or pollinator gardens, and the city recognizes cultivated native-plant landscapes as exempt from the 12-inch weed ordinance when visibly maintained.
Native-plant gardens are supported through Forsyth County Cooperative Extension, the NC Native Plant Society, and the NC Botanical Garden. Winston-Salem code enforcement treats intentional, managed native or pollinator plantings as cultivated landscapes, which are exempt from the grass-and-weed nuisance rule if they are visibly maintained with defined edges, pathways, or signage. Residents converting lawn to meadow should document the plan (plant list, photos) to avoid code enforcement confusion. New development subject to UDO landscape requirements can earn credits for using NC native species. HOAs may still require architectural review for front-yard conversions, but statewide NC policy increasingly favors pollinator habitat, and the NC Wildlife Federation certifies Butterfly Highway properties.
Unmanaged weed growth can still trigger nuisance action even if labeled native. Maintain clear edges and documentation to establish the cultivated-garden exemption.
