Solano County, CA Landscaping Rules: Tree Trimming (2026)

Solano County does not impose a countywide permit or standard for ordinary trimming, topping, or pruning of trees on private land - that activity is generally unregulated by the County Code. The chief affirmative trimming obligation comes from state wildfire law: in the State Responsibility Area (which covers most unincorporated Solano County), California Public Resources Code Section 4291 requires property owners to maintain 100 feet of defensible space, which includes removing dead and dying branches, keeping branches a minimum distance from chimney outlets, removing limbs that overhang roofs, and creating vertical and horizontal separation between tree canopies and surface fuels.

Local fire protection districts (for example Montezuma, Suisun, and Vacaville-area districts) and CAL FIRE inspect for compliance. Where trees straddle a property line or branches overhang a neighbor's land, the governing rules are California common law and Civil Code (a neighbor may generally trim overhanging branches back to the property line without harming the tree's health) - this is a private civil matter, not a Solano County code enforcement issue. Within the cities (Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, Vallejo) street-tree and heritage-tree trimming rules differ and are set by each city.
